REGULATORY

In accordance with advice from the State Services Commission, Crown Infrastructure Partners is publishing the letter it sent to Mr Doug Martin of MartinJenkins relating to the State Services Commission inquiry into the use of external security consultants. The letter can be found here.

The Commerce Commission monitors and enforces the deeds of undertakings made by the government’s UFB partners, as well as other aspects of the Telecommunications Act 2001.

CIP monitors compliance with the terms of the UFB Initiative and RBI2/MBSF while the networks are being built. This includes oversight of price caps, products, network construction and operation (especially quality assurance testing), as well as the Government’s investment in shares, financial instruments and governance. The agreements with CIP’s partners are set out here.

The New Zealand Telecommunications Forum (TCF) maintains industry standards for the delivery of ultra-fast broadband services and other industry telecommunications services. It has completed three standards to cover the minimum requirements that Local Fibre Companies (LFCs) should meet when delivering UFB services. The standards are intended to dovetail into the build plans and technical requirements of CIP. The three completed standards cover co-location service, ethernet access service, and a business interaction framework for operations support systems and business support systems.
